Jefferson County Planning Services (Community Development)
Jefferson County's zoning ordinance sets which uses each zone allows, and the county's planning pages describe a process to update its Exclusive Farm Use and Forest Management zone rules, with Planning Commission work sessions and public hearings. On EFU or forest land a new house is not automatic: it has to fit one of the dwelling types those zones allow, while the rural residential zones are set aside for homes.

Jefferson County On-Site Septic Program, acting under DEQ authority
Jefferson County administers onsite septic permits under authority granted by the Oregon Department of Environmental Quality, applying DEQ rules. For rural building sites without sewer, the county first evaluates the soil from at least three test holes and a site plan, then takes a construction application and inspects the installed system.

Building on land near Jefferson County
Most barndominium buyers here are choosing between a rural residential lot and a larger farm parcel. The residential zones, from small RR-2 lots to RR-20 acreage and the Crooked River Ranch Residential zone, are the zones set aside for homes; the county's interactive mapper shows the zone of any tax lot.
