Under Albany Municipal Code 10.01.100, property with buildings normally used or inhabited by people must connect to the sanitary sewer when it lies within 300 feet of one, and a property on a private septic system must make a direct connection once public sewer becomes available.

- Albany's Comprehensive Plan records that failing septic systems in the denser clay soils of upper North Albany led to a 1990 state health-hazard declaration, and that in June 1991 residents voted to annex the remaining 2,437 acres of the Benton County portion of the growth area, setting up sewer extension.
