The county Building Division issues building permits for the unincorporated county and for the City of Falls City only. Dallas, Independence, Monmouth, Salem and Willamina handle their own building permits, so an address inside those cities goes to the city. The Planning Division manages the county's comprehensive plan and administers its zoning ordinance. Rural districts include Exclusive Farm Use, Farm/Forest, Timber Conservation, Agriculture and Forestry AF-10, and the Acreage Residential AR-5 and AR-10 zones. In the farm and forest zones a home is allowed only when it qualifies for a county land-use approval.

Polk County Onsite Wastewater Treatment Program (working under DEQ rules)
Outside Curry, Jackson and Josephine counties DEQ contracts septic permitting to local offices; in Polk County the county's onsite program does site evaluations, issues permit specifications for new systems and inspects before cover. Building on land near Polk County
Polk County acreage splits between the valley floor, much of it in Exclusive Farm Use, and the forested hills to the west in Farm/Forest and Timber Conservation zoning; the AR-5 and AR-10 acreage residential districts are where a home with a large shop usually has the clearest path. On farm-assessed land, ask the assessor what a new home would do to the deferral before you close, because a non-farm dwelling can end it and bring back taxes. Low ground along the Willamette and the streams that feed it needs a look at the county's floodplain information. Away from town, plan for a septic site evaluation and a household well; Oregon exempts domestic use up to 15,000 gallons a day from a water right, but the well must be built by a licensed constructor.
