The county issues building permits for the unincorporated county and the cities of Amity, Carlton, Sheridan, Willamina and Yamhill. McMinnville, Newberg, Dundee and Lafayette issue their own building permits. Before a residential permit is issued, the county requires land use, sanitation, driveway and plan approvals, and it asks applicants to allow at least three weeks for plan checks.
