Clackamas County Building Codes Division
The county Building Codes Division reviews plans, issues permits and inspects new homes on most unincorporated land. Cities in the county, including Oregon City, Lake Oswego, Happy Valley, Sandy and Estacada, permit separately. Applications go through the county's Development Direct online system or in person at the office in Oregon City.

Clackamas County Planning and Zoning Division
Planning and Zoning administers state, regional and local land use rules in the unincorporated county. Its Zoning and Development Ordinance has urban districts inside the growth boundary and, outside it, rural residential districts such as RRFF-5 and FF-10 plus the natural resource districts: Exclusive Farm Use, Timber and AG/Forest. Farm and forest zones only allow a dwelling that passes state tests, so zoning comes first.

Clackamas County Septic Program (acting for DEQ)
Outside Curry, Jackson and Josephine counties DEQ contracts septic permitting to local offices; here the county Septic Program regulates systems for homes not on community sewer. A site evaluation decides the system type and which parts of the lot can be approved, and it comes before the installation permit.

- The county's septic guidance sets out four ways to connect a personal-use bathroom in a detached shop to the home's existing septic tank, from a gravity line to a dosing tank or ejector pump. Each needs a plumbing permit, and a new or replaced tank also needs a septic permit (county septic page, read 26 September 2026).

- The county regulates floodplain building through its Floodplain Management District, which can require new construction to be elevated or floodproofed, and most development in the floodplain needs a floodplain development permit. Building on land near Clackamas County
Rural Clackamas land falls into three broad groups, and the group decides the project. Rural residential districts east and south of the suburbs are where a house with a big shop is most often allowed. Exclusive Farm Use ground in the valley and the Timber and AG/Forest districts toward the Cascades only allow a dwelling that qualifies under state tests, so a bare forty acres there may carry no building right. Check the parcel against the county's non-urban zoning map and ask whether a site evaluation is already on file, because soils decide where the drainfield and the house can sit. Along the Clackamas, Sandy and Molalla rivers, look at the flood mapping before an offer. Wells are common out here: Oregon exempts household use up to 15,000 gallons a day from a water right, but a licensed well constructor must drill it.
