Pendleton's Unified Development Code covers the entire urban growth boundary, not only the city limits, under a Joint Management Agreement with Umatilla County. Most of that area carries urban zones such as Low Density Residential, but Article 6 keeps Exclusive Farm Use zoning on some land inside the boundary, where crops, livestock and farm buildings are the permitted uses.

Section 9.18.1 of the development code requires the sanitary sewage facilities of any land division to connect to the city sanitary sewer system, and says individual or group disposal systems will not be permitted. A new lot in town needs a sewer route, not a drainfield.

Under Section 15.12 of the development code, land inside the urban growth boundary but outside the city limits is subject to all City of Pendleton criteria and standards, relies on Umatilla County for police and fire response and pays a surcharge for water and sewer; a land use approval there carries a consent-to-annexation condition (code last amended March 2022).
