Barndominium Builders in Union County, Oregon
Union County is built around the Grande Ronde Valley, a broad basin of hay, grain and pasture ringed by timbered mountains, with small towns such as Elgin, Cove, Union and Imbler scattered around La Grande. It is good country for a barndominium that works as hard as it lives: a hay and equipment bay with the home at one end, a horse barn with quarters, or a shop house on a rural residential acreage. We design those buildings, supply barndominium kits to owners who want to raise the frame themselves, and build complete homes from ground work to move-in. The paperwork runs through three offices. Union County Planning decides whether the zone allows a house at all; the City of La Grande's Building Division issues the building permit for the county under an arrangement listed in the state directory; and septic goes through a regional onsite program run by Harney County, with county planning signing the land use statement. Valley-bottom parcels also need a flood check before anything is placed. A pole barn home is often the most practical frame on open ground. Send us the tax lot through the survey and we will check the zone, the flood map and the septic path first, then carry the job through permitting and a turnkey build.

In Oregon the land-use answer often comes before the building answer. Here is who decides each part in Union County, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.
Union County building program, provided by the City of La Grande Building Division
The Building Codes Division directory lists Union County's building department at La Grande City Hall and states that its services are provided by the City of La Grande, with the same building official as the city. That covers most unincorporated land in the county. Other incorporated cities may be served separately, so confirm the office for your address in the directory.

Union County Planning Department
The Planning Department handles land use, zoning and development in unincorporated Union County, applying the Statewide Planning Goals through the county's Zoning, Partition, and Subdivision Ordinance, which balances protection of farm and forest land with housing. On exclusive farm use or forest ground a new home must pass state dwelling tests before any permit.

Harney County Environmental Health Program, providing Union County's onsite septic service for DEQ
Harney County's Environmental Health Program provides onsite septic service for Union County under the DEQ program: intake, permits and inspections. Applications go to Harney County, then to Union County Planning to sign the Land Use Compatibility Statement once land use approvals are complete, then back to Harney County.

- Floodplain development review
- Union County says any development in the Special Flood Hazard Area, including fill, requires additional review and construction to higher standards, under Article 17 of its Zoning, Partition, and Subdivision Ordinance; where no base flood elevation exists, a flood study may be needed to set one (read 26 September 2026).
- A six-county septic program
- Harney County provides onsite sanitation services to Baker, Grant, Harney, Union, Wallowa and Wheeler counties with one application and fee schedule. From 1 January 2026, per DEQ rule, work inside city limits or an urban growth boundary also needs a signed Sewer Availability Form with the land use statement (read 26 September 2026).
- Ready-built pole building plans
- The City of La Grande, which runs the county's building program, posts a set of pole building plans labelled for the City of La Grande and Union County on its Ready Built Plans (Residential Only) page (read 26 September 2026). A home still needs its own plan set.

Building on land near Union County
Start with zoning, because much of the valley is working farm ground and the mountain edges are timber. In Oregon, whether you can put a house on farm or forest land is decided by county land-use rules before any building permit; a qualifying farm dwelling, a lot-of-record home or a forest template dwelling are the usual routes, and a non-farm home can end farm tax deferral. Talk to Union County Planning before you buy, as the department itself invites. Next, the flood map: low ground near the Grande Ronde River and its creeks can fall in the Special Flood Hazard Area, where even fill needs review. Then the septic site evaluation, which fixes the drainfield and often the house site. A domestic well normally needs no water right, but it must be drilled by a licensed constructor and recorded with the Water Resources Department.
